    Summary: "E-governance affects every citizen. New information and communication technologies (ICTs) have made public services easier to access and information easier to obtain; fines and taxes can be processed more rapidly and votes can be counted faster. Channeling the potential of ICTs in the public sector has affected how states, and governments at all levels, do business. It will inevitably shape how they will continue to change in the future. This book has grown out of an executive training program, leading to an Executive Master's degree in e-governance, from Switzerland's École Polytechnique Fédérale de Lausanne (EPFL). Participants in this Master's program came from all over the world; from government, the private sector and non-governmental organizations. They were all interested in electronic governance and motivated by the desire to learn from the numerous and varied e-governance experiences worldwide. The 12 chapters have been written by 10 participants, one manager and one professor involved in the program. The book is divided into four sections: e-governance visions; local e-governance; transversal e-governance issues and the future of e-governance.     Summary: Public governance is one of the most important topics in public administration and political science worldwide. It is of special importance to many Asian countries struggling with governance issues related to environmental concerns, democracy, service delivery and economic growth. The purpose of these innovations is to bring about radical governance improvements, promote citizen participation and utilize private sector organizations in the provision of public services. Innovativeness in Asian countries seems to be heavily constrained by unique historical developments, cultural features, developmentalism and authoritarianism. The potential for innovation in public governance is huge, but it is unlikely that this can be fully harnessed before a resolute attempt to develop good and democratic governance and to support local creativity. This publication provides a contextual and realistic view of the preconditions for successful innovations in public governance. Special attention is paid to the conditions in which innovations are created and implemented. Geographically, the cases presented in this book cover such countries as Japan, China, South Korea, Vietnam, Indonesia, the Philippines, Thailand, Singapore, India, Bangladesh, Sri Lanka and Pakistan. In-depth analyses show that societal conditions, regime formations, ideologies and managerial doctrines condition innovation activities and affect their outcomes and sustainability. Governance innovations thus reflect the changing nature of the public sector and its connections to its increasingly complex and tensional environment. The chapters of this book are written by academics and experts with special knowledge of governance in Asia.     The information age has become a reality, and has brought with it many implications for public administration. New ICT's offer new opportunities for government and governing, but at the same time they pose challenges in some key areas of public administration, like trust, or the idea of checks and balances. This book is an examination of the developments and effects of ICT in public administration over the last 10 to 15 years. It represents a re-visiting of the 1998 IOS Press publication 'Public Administration in an Information Age: A Handbook'. As a point of departure, the authors of this new book have chosen the speed of the succession of theoretical approaches, represented by the 'phase of theories' which has appeared since 1998. This approach, which reflects that of the 1998 handbook, avoids the impression of technological determinism and provides an opportunity to focus on the phases of theory and technological developments. The book is divided into five sections. The first section examines key issues, and the second focuses on aspects of democracy. In the third section, the focus shifts towards structural conditions; the conditions that public administration has to meet in order to maintain its effectiveness and its legitimacy in the information age. Section four addresses some objects of implementation, like IT-inspired redesign, HRM and the phenomenon of Street Level Bureaucrats. Finally, the last section offers some concluding thoughts
